Chief Master Sargent William C. Gurney is the top enlisted man in the Air Force Materiel Command.  He has been charged with

seven specifications of adultery and misuse of official position; seven specifications of failure to obey an order or regulation, and dereliction of duty; two specifications of maltreatment, and two specifications of indecent conduct and wrongful sexual contact. In the military, specifications equate to charges.

after an accusation that Gurney sexually harassed a woman.

If this is true, then he’s a cheater in my book.  And he should be in yours too.  I often hear people, mostly men, say that it’s not cheating if there is no sex.  This is ridiculous to me.  Cheating is all about intent, just like any crime (cheating actually still is a crime in a few states).  You can be sentenced for attempted murder if you don’t kill someone.  Similarly, you if you attempt to cheat, you have still largely committed the crime.

I understand that flirting occurs.  Honestly, flirting is something that is so subconscious that I don’t think you can control it.  You can, however, control what comes out of you mouth.  Discussions about having sex with another person is per se wrong.  It doesn’t even have to rise to that level.  I still think it’s cheating if you say, “If I didn’t have a girlfriend/wife, I’d…” to someone you’re interested in.
